The amendment will update Title 22 pruning standards to be consistent with Fire Department requirements, define and specify regulation of deadwood, and add a new exemption to allow the Fire Department to adopt and implement their draft Healthy Oaks Ordinance. The amendment will not directly or indirectly allow the pruning or impact of trees for development.<br />The Forestry Division of the Los Angeles County Fire Department (Forester) proposed the Healthy Oaks Ordinance in order to allow property owners to prune or treat protected oak trees for health purposes without requiring an oak tree permit from Regional Planning. The Healthy Oaks Ordinance would allow property owners to maintain their trees by obtaining a permit from the Forester. The Healthy Oaks Ordinance permit will allow maintenance pruning on limbs greater than two inches in diameter and other arboricultural treatments to enhance the general health, vigor and safety of oak trees. Any construction or development activity affecting oak trees or unpermitted pruning will require an Oak Tree Permit administered by the County of Los Angeles Department of Regional Planning. The result is a fundamental change in the city of <st1:city st="on"><st1:place st="on">Los Angeles</st1:place></st1:city> zoning code. Changes in land value, housing preferences and housing inventory have been contributing to a trend toward larger single family homes being constructed throughout <st1:city st="on"><st1:place st="on">Los Angeles</st1:place></st1:city>. When larger homes replace bungalows built when <st1:city st="on"><st1:place st="on">Los Angeles</st1:place></st1:city> was first developed, however, the larger structures are often incompatible with the established scale and character of older, single-family neighborhoods. The Baseline Mansionization Ordinance grew out of a motion introduced by Councilmember LaBonge in June, 2006 and pertains to homes in flatlands only. A separate ordinance, which is now under consideration by the Los Angeles Planning Department, addresses the expansion of homes in hillside and coastal areas. As part of the discussion leading up to the vote on this measure, the City Council pledged to bring the hillside antimansionization ordinance for a vote within two years. Under the new ordinance, which will be effective in 30 days, a bungalow on a typical 5,000-square-foot lot could be expanded to 3,000 square feet. Current zoning code allows more than twice that mass, with a 7,000-square-foot limit.
